Chicagoland Named #1 U.S. Metro for Corporate Relocation for 12th Consecutive Year

Chicagoland has once again been named the number one metro in the U.S. for corporate relocation and investment by Site Selection Magazine, marking its 12th consecutive year at the top. This ranking—based on project count—highlights the region’s global economic strength, business-friendly environment, and deep talent pool. These competitive advantages are championed worldwide by the Greater Chicagoland Economic Partnership (GCEP)—a collaboration between the city and seven surrounding counties (Cook, DuPage, Kane, Kendall, Lake, McHenry, and Will)—established in 2023 to drive investment and business expansion across the region.

World Business Chicago reported a total of 140 “pro-Chicagoland decisions,” in 2024, comprising 110 expansions and 30 relocations or new market entries, resulting in the creation of over 14,800 jobs. “The Chicago region’s competitive advantages continue to include logistics infrastructure, a highly skilled and diverse workforce, strong legacy and emerging industries, and world-renowned academic and research and innovation institutions,” said Adam Bruns, editor in chief of Site Selection Magazine. “One underlying reason behind Chicagoland’s perennial strong performance in our Top Metros rankings: how Daniel Burnham’s original plan and vision continue to resonate through generations of business locations, architecture and infrastructure.”

Chicago’s quantum leap into the future was solidified in 2024 with one of the most transformative pro-Chicago business decisions of the year—PsiQuantum’s selection of Chicago as the home for its first utility-scale quantum computing site in the U.S. Announced last summer by Illinois Governor JB Pritzker and Chicago Mayor Brandon Johnson, alongside federal, state, and local leaders, this milestone cements Chicago’s position as a global hub for quantum technology and emerging industries. ComEd Named Most Reliable Electric Utility in America

In recognition of ComEd’s successful efforts to provide industry- and nation-leading reliability for the more than 9 million people it serves in northern Illinois, PA Consulting, a consultancy that’s bringing ingenuity to life, yesterday awarded the electric company the 2023 ReliabilityOne® Outstanding System Reliability Award, as well as the 2023 ReliabilityOne® Award for Outstanding Reliability Performance in the Midwest Region.

“It wasn’t that long ago that most ComEd customers expected power outages and considered them commonplace,” said ComEd CEO Gil Quiniones. “Over the last decade, however, our investments in grid modernization have resulted in significantly fewer and shorter outages, allowing our customers to benefit from nation-leading reliability. This award is a testament to those smart grid investments, and it’s a credit to the 6,300-plus employees who work around the clock to deliver reliable, resilient power to families and businesses across northern Illinois.”

All utilities operating electric delivery networks in North America are eligible for consideration for the ReliabilityOne® award. Investments in the power grid continued to pay reliability dividends for ComEd customers as the electric company delivered record reliability in 2022. Since smart grid investments began, overall reliability has improved more than 80 percent. In that time, ComEd has avoided more than 19 million power outages for customers, saving more than $3.3 billion in outage-related costs. In 2022, 85 percent, or nearly 3.5 million ComEd customers, experienced zero or one interruption in service.

In addition to the reliability awards, ComEd President and COO Terence R. Donnelly will be receiving the Outstanding Contributor to Reliability award. Donnelly has been COO throughout the grid modernization work at ComEd and has led efforts to improve reliability for ComEd customers.

“The complete turnaround of ComEd’s reliability over the past decade and a half has been nothing short of astonishing,” said Donnelly. “Thanks to our prudent investments in grid modernization powered by the most talented employees in the business, outages are the exception, not the expectation. But our work to create a more reliable, resilient power grid is not done, and I look forward to the many customer benefits that will spring from our planned investments and implementation of advanced technologies that will ensure our grid can power a cleaner, more electrified future.”

As extreme weather events, electrification and other ComEd customer needs increase, the need to invest in reliable infrastructure grows. ComEd filed multiyear grid and rate plans that outline grid work required to support the expansion of renewables such as solar and wind power and beneficial electrification for ComEd customers while maintaining and improving the system to continue the level of reliability customers have come to expect. The plans support the goals of the Climate and Equitable Jobs Act (CEJA) that Illinois enacted in 2021, including ensuring that under-resourced communities benefit from the clean energy transition.

This year’s National Award winner was identified for the 23rd Annual ReliabilityOne Awards Program based on its record-setting reliability and innovation in bringing clean energy solutions to customers.

CNBC’s Annual Top States for Business Rankings Show Continued Improvement for Illinois Four Years Running

Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) recently highlighted Illinois’ top rankings in CNBC’s 2023 Top States for Business publication – an annual report that ranks states based on 10 broad categories of competitiveness. This year, Illinois ranked in the top 10 in the nation for four categories of competitiveness, and six categories in the top 20. Illinois is ranked 17th best state for business, rising ahead two spots from the 2022 ranking and up from 30th in the 2019 ranking.

Highlights include:

  • #2 in the nation for infrastructure (up from #3 in ‘22)
  • #2 in the nation for education (up from #6 in ‘22)
  • #6 in the nation for access to capital (up from #8 in ‘22)
  • #9 in the nation for cost of living (up from #20 in ‘22)

“I couldn’t be prouder that we’re outpacing more and more states, and now CNBC has ranked Illinois number two in the nation for both infrastructure and education,” said Governor JB Pritzker. “Over the last four years, our Rebuild Illinois Capital Plan has been modernizing our transportation systems. Our higher education institutions have become more affordable and have risen in college rankings. We’ve invested historic levels of funding into early childhood education and K-12 schools which now rank 6th in the nation by US News and World Report. Through the landmark $45 billion Rebuild Illinois initiative, Illinois has made unprecedented investments to modernize roads, bridges, airports, and ports – resulting in:

  • The complete renovation of more than 5,300 miles of highway and almost 500 bridges
  • More than 750 accessibility and safety improvements

Illinois has long been known for its superior infrastructure, boasting top freight access, miles of interstate highway, and accessibility to 80 percent of locations in the continental U.S. within four hours through Illinois’ superior airports. Over the next six years, Illinois will invest an additional $13.96 billion to continue its full-scale infrastructure revitalization that will enhance all modes of transportation across the state.

Additionally, the Pritzker Administration has prioritized sustained year over year investments in education from cradle to career. Most recently passing Smart Start Illinois, building upon the state’s strong educational foundation by ensuring students have access to high-quality early education for generations to come. Governor Pritzker’s administration has overseen the largest early childhood investments in state history, totaling in over $1 billion to support early childhood care and education. Smart Start Illinois begins a major push across birth-to-five programs, which includes:

  • Pre-school expansion to eliminate preschool deserts and cover every child
  • Improve early intervention services to allow thousands of children to overcome developmental challenges
  • Enhance Illinois’ nation-leading home visiting program
  • Raises for early childhood workers and providers

Illinois ranks sixth in the nation in K-12 education, with funding being increased this year by an additional $525 million, including $350 million for evidence-based funding and $45 million for the first year of an innovative three-year pilot program to fill teacher vacancies.

Governor Pritzker has also increased MAP Grant and AIM High funding to a record-breaking, all-time high of more than $750 million, making it possible for nearly every eligible student at or below median income to attend community college for free.

“Thanks to Governor Pritzker and the General Assembly, Illinois has stronger business attraction incentives than ever before and the state is building momentum,” said DCEO Director Kristin Richards. “Combined with our world-class infrastructure, superior education system, and a reasonable cost of living, Illinois continues to grow its economy and improve quality of life for Illinoisans.”

In addition to Infrastructure, Education, Access to Capital and Cost of Living, Illinois ranked among the top 20 states for Life, Health, and Inclusion (17th) – which measures quality of life metrics such as health care, worker protection, voting rights and other data points. Illinois also ranked 14th for Technology & Innovation, which looks at the number of patents, research and similar measures.

The positive rankings in key competitive categories come as Illinois is experiencing a record-setting year for economic development, including ranking #2 in the nation for corporate investment and #1 for workforce development in the Midwest by Site Selection Magazine. Illinois also shattered its record for film production spending (nearly $700 million) and reached an all-time high for hotel revenues in FY23.

Additionally, Illinois reached $1 trillion GDP for the first time in 2022 and nearly tripled companies’ capital investments through EDGE agreements from 2019 pre-pandemic levels to $1 billion in 2022.

Over the past several years, Illinois has launched new business attraction incentives while making improvements to its existing suite. Recent programs and improvements to business attraction include:

  • Invest in Illinois Fund: $400 million closing fund provides discretionary grant assistance for large projects with significant job creation and capital investments.
  • Reimagining Energy & Vehicles Illinois (REV Illinois): Up to 100% income tax withholding for new jobs created in the EV/clean energy manufacturing sectors, among other benefits.
  • Economic Development for a Growing Economy (EDGE) Program: With more than $1 billion in investment from companies receiving EDGE credits in 2022, EDGE is Illinois’ premier incentive program. EDGE provides competitive tax incentives to businesses in all industries locating or expanding in Illinois.
  • Data Centers Investment Program: Provides qualifying data center owners and operators with highly competitive exemptions from a variety of state and local taxes.
  • Enterprise Zones (EZ) and High Impact Business (HIB): Enterprise Zones provide various benefits including building material sales tax exemptions, utility tax exemptions (natural gas and electricity), and investment tax credits.
  • Manufacturing Illinois Chips for a Real Opportunity (MICRO): Provides incentives for manufacturers of microchips and semiconductor parts for job creation/retention benefits, training cost benefits, credits for construction jobs, and investment credits.

DuPage County and Greater Chicagoland Dominate Newsweek’s Greatest Workplaces 2023

Newsweek recently released their annual list of America’s Greatest Workplaces. Of the 1,000 organizations recognized, 58 are located in Illinois, including 10 in DuPage and 50 in Greater Chicagoland Economic Partnership counties Cook, Lake, Will and DuPage.

More Illinois businesses were named than any other state, except for Texas, New York and California.

Companies that made the list scored high on key employee satisfaction indicators, including salary, benefits, equality, work-life balance and health, among others. While these scores indicate exceptional employee experiences, they often translate to better outcomes for businesses and customers alike.

DuPage County #9 on List of America’s 20 Best Counties

In its new July 2023 issue, Site Selection magazine has published the inaugural edition of “America’s Best Counties,” a new ranking based on Conway Data’s proprietary Conway Projects Database of corporate facility investment data.

On the list of America’s Best Counties by Total Projects, were four Chicagoland Counties, including Cook County, tied for #2 with 231 projects, DuPage County at #9 with 91 projects, Kane County, tied for #14 with 52 projects, and Will County, tied for #16 with 48 projects. 

“These four counties (all GCEP members) are proof that a rising tide floats all boats—a philosophy I’ve always believed in,” said Greg Bedalov, President & CEO of Choose DuPage. “When we create good conditions for businesses across the region, it’s good for everyone at every level. DuPage’s COVID Grant Just Won a National Award. Meet the People Behind It.   

Lindsay Jirasek just wanted someone to listen.

It was the spring of 2020, peak COVID. For eight years, Lindsay’s Wheaton boutique Frocks & Frills Vintage had been a popular local shop. Now, no one had walked through the doors in months. The store was falling behind on rent and the bills were piling up.

“Despite all the ups and downs businesses usually have, I never had this feeling of helplessness I had when COVID hit,” Lindsay said.

Desperate, she joined millions of small-business owners across the country in applying for grants, money that could help her keep the lights on. Then, one after another, the grants fell through. What really stung was that many of the programs rejected Lindsay outright, without ever reaching out. They weren’t listening.

Then, Lindsay applied for the Reinvest DuPage Small Business Grant. Created by the DuPage County Board and administered by Choose DuPage, the grant was designed to distribute federal relief funds to local small businesses. In the months to come, Choose DuPage granted $36.7 million to more than 2,000 small businesses.

Lindsay’s was one.

“I felt like I had a friend who had their hand out in the darkness, willing to help,” she said.

“Before I knew it, people were reaching out and actually responding to all my questions. When I got the letter that said I was approved, I just couldn’t believe it. That check meant I could keep my lights on.”

In honor of the Reinvest DuPage Small Business Grant program, the National Association of Counties (NACo) has recognized DuPage County with an Achievement Award. Launched in 1970, Achievement Awards honor innovative, effective county government programs that strengthen services for residents.

For business owners like Lindsay, how the program was executed was nearly as important as the program itself.

When DuPage County asked Choose DuPage to implement Reinvest DuPage, we knew we had to act fast. But we also had to get it right. We needed a well-designed program that was accessible for the businesses that needed it most. The experience had to be as intuitive and seamless as possible.

“There were so many factors to consider,” said Greg Bedalov, President and CEO of Choose DuPage. “How would someone apply? What information do we need from them? How do we verify eligibility?”

There to ensure the program was a success, was a small group of hard-working people. Choose DuPage Board Members, Glenn Mazade of Old National Bank; Hugh Elliott of Dugan + Lopatka CPAs; Chris Pohlman of Mesirow; Bob Hutchinson of Wheaton Bank & Trust; and Bert Nuehring of Crowe LLP formed a committee. Together with Teresa O’Brien from Choose DuPage, and an army of interns, the Reinvest DuPage Small Business Relief Grant Program came to life.

After launching a marketing campaign to educate local business owners about the grant and how to apply, the committee reviewed thousands of applications, vetted businesses and ultimately awarded grants.

Through their hard work, and the hard work of many others, Choose DuPage delivered an accessible experience that helped deliver federal funds to business owners who needed it most. For businesses like Lindsay’s and the communities they serve, the program’s impact is still felt today.

“Reinvest DuPage happened fast, because it had to happen fast. But it has also made a lasting impact on our community, both economically and culturally,” Greg said.

“When I hear stories like Lindsay’s, I remember that this is ultimately about people helping people. This is a reminder that the bonds of our community, our relationships, our trust in one another, make us resilient in the face of change.

“We’re here to lift each other up.”

DuPage County Ranked Healthiest County in Illinois for Third Consecutive Year

The DuPage County Health Department is pleased to announce for the third consecutive year, DuPage County has been ranked the healthiest county in Illinois according to the 2023 County Health Rankings & Roadmaps. The county rankings, developed annually by the Robert Wood Johnson Foundation and the University of Wisconsin Population Health Institute, are based on quality-of-life factors such as longevity and overall health status, including physical and mental health.

The county rankings are an easy-to-use snapshot that compares counties within states, demonstrating that where you live influences how well and how long you live.

“Being ranked as the healthiest county in Illinois for three consecutive years is a testament to the outstanding work of our Health Department, healthcare systems, and other providers in the County. Their efforts do not go unnoticed, and we are grateful for their dedication to providing access to healthcare and ensuring our residents can live the healthiest lives possible,” said DuPage County Board Chair Deb Conroy.

The rankings use more than 30 measures to help communities understand how healthy their residents are today (Health Outcomes) and what will impact their health in the future (Health Factors), which are used to measure the current overall health of each county in all 50 states. DuPage County has ranked number one in both categories since 2021 among the 102 counties in Illinois.

“The measures included in the County Health Rankings only tell a portion of the story, but we know there are many influences affecting how a person experiences health. At the DuPage County Health Department, we want to understand the stories and experiences in addition to the data,” said Karen Ayala, Executive Director of the DuPage County Health Department. “To accomplish this, we create meaningful relationships with our community partners to understand the barriers to health for all residents and work in partnership with those organizations to address health inequities. We understand not every resident in DuPage County does not experience optimal health, and so our work must continue.”

The healthiest county ranking is due to both the high-quality healthcare systems and services available to DuPage County residents, and, in part, to the robust county-wide and local-level partnerships. This includes Impact DuPage, a group of organizations, including DCHD, committed to creating a common understanding of community needs, gaps, and priorities that will advance the well-being of the DuPage County community. Impact DuPage has created a best-practice model for community assessment and community collaboration.

Examples of efforts to address these issues through Impact DuPage include the ongoing efforts of:

  • The DuPage County Heroin/Opioid Prevention and Education (HOPE) Taskforce and Prevention Leadership Team, to address substance use and mental health needs of residents.
  • The Behavioral Health Collaborative (BHC) to improve the access and quality of behavioral health services for all DuPage County residents.
  • The Healthy Equity and Access Response Team (HEART), which works to reduce health disparities through increasing health equity among DuPage County residents.
  • The DuPage Early Childhood Collaboration (DECC) to ensure that every child enters kindergarten safe, healthy, ready to succeed, and eager to learn.

Chicago Region Named Top Metro in the U.S. for Business, 10th Consecutive Year

Site Selection Magazine has named the Chicago region the Top Metro in the U.S. for corporate relocation and site selection, for the tenth consecutive year. News of the Chicago region’s Top Metro rank for 10 consecutive years was announced at an event this month, where World Business Chicago convened city and regional leaders with companies that made pro-Chicago decisions in 2022.

Site Selection Magazine reports that the Chicagoland metro area saw a record number of new and expanding corporate locations, more than any other region in the country. “If winning multiple championships establishes dynasties, what do you call it when you win ten years in a row?” asks Site Selection Managing Editor Adam Bruns. “In Chicagoland, they hand the ball back to the ref and act like they’ve been there before. Because they have. Our project data tell us the metro area continues to attract companies and the talent those companies covet. Led by World Business Chicago, the newly formed Greater Chicagoland Economic Partnership and most of all by talented professionals, workers and business leaders, the region continues to meet its challenges with creative solutions, bold programs and the sort of candor and openness that’s almost a Chicago brand.”

Illinois Ranks #2 State in the Nation for Corporate Investment

Site Selection Magazine – an international industry-leading business publication — released its annual corporate expansion and relocation rankings, naming Illinois 2nd in the nation for corporate projects and Chicago the Top Metro for the 10th year in a row. The publication noted 487 Illinois projects in 2022, moving the state up from the number three spot in the previous year’s rankings.
 
“Illinois is open for business and leading the way as one of the top 10 states for corporate investment, with Chicago named the number one metro for the 10th year in a row,” said Governor Pritzker. “Thanks to our nation-leading infrastructure revitalization, talented workforce, and growing economy, Illinois is the best place to do business.”
 
The issue also named the Chicago metropolitan area as the Top Metro for corporate investment for the 10th straight year. With a growing reputation as a tech hub with Google’s purchase of the Thompson Center and new headquarters moving in, such as Kellogg, Chicago continues to bolster its reputation as a global powerhouse.
 
“Illinois is the best state to live, work and do business and under Governor Pritzker’s leadership, we’ve reached unprecedented fiscal health, surpassed $1 trillion GDP for the first time and continue to create jobs and grow our economy,” said Acting DCEO Director Kristin A. Richards. “We’re proud to have nearly 500 corporate investments in 2022 and looking ahead, we are doubling down on our business attraction and retention efforts to support economic development in every corner of the state.”
 
The State of Illinois has created an environment where companies can thrive through unprecedented investments in our infrastructure and our workforce, while also developing cutting edge programs that bring economic growth and jobs to the state. Illinois recently launched a $400 million invest in Illinois fund to attract large businesses and stay competitive with other states, expanded incentives for the clean energy industry, and made it easier for companies to apply for EDGE – the state’s primary incentive program.
 
The state also announced $40 million in grants to supercharge the development of megasites – large, developed sites ready for occupancy for manufacturers, distribution centers, industrial centers, and more. These grants will increase the number of investment-ready sites in Illinois and increase the state’s competitiveness for large-scale projects.
 
Companies that located or expanded throughout Illinois in 2022 include:
  • CyrusOne Data Center – $250 million facility located in Aurora
  • Ferrero – Bloomington manufacturing facility; $214.4 million investment and 200 jobs
  • GAF Commercial Roofing – Peru manufacturing plant; $80 million investment and 70 jobs
  • LG Chem/ADM – two new joint ventures in Decatur; 125 jobs
  • Ollie’s Bargain Outlet – Princeton distribution center; $68 million investment and 145 jobs
  • Prime Data Centers – New $1 billion data center in Elk Grove Village
  • T/CCI – Decatur retooling for EV component manufacturing; $20 million investment and 50 jobs
  • Tyson Foods – Caseyville manufacturing facility expansion, $180 million investment and 400 jobs
Similarly, the State of Illinois – which was recently named the top state in the Midwest for Workforce development by Site Selection – has made unprecedented investments in training programs and workforce facilities, including Manufacturing Training Academies, Illinois Works pre-apprenticeship programs, and nearly $180 million annually for clean energy jobs training and community support efforts under the Climate and Equitable Jobs Act (CEJA).
 
“Site Selection’s ranking of top states for business attraction validates that we are on the right track,” said Intersect Illinois CEO Dan Seals. “Illinois has the talent, infrastructure, central location and some of the most competitive tools needed to attract major job creators to the state and companies are noticing.”

Site Selection’s yearly analyses are regarded by corporate real estate analysts as “the industry scoreboard.” To qualify, projects must meet one or more of these criteria: investment of $1M or more, creation of 20 or more new jobs or 20,000 sq. ft. or more of new space.

Illinois ranks third in the nation for number of corporate expansion and relocation projects in 2021 in Site Selection’s annual Governor’s Cup report on economic development efforts across the country. The publication noted 480 Illinois projects in 2021 accounting for 21,000 jobs and $3.5B in investment, moving the state up from the number four spot in the previous year’s rankings.

“Companies want to be in Illinois to take advantage of our central location and productive workforce,” said Intersect Illinois CEO Dan Seals. “These rankings also reflect our focus on key industries like electric vehicles and healthcare, where Illinois has particular strengths.”

The issue also named the Chicago metropolitan area as the Top Metro for corporate investment for areas with populations over 1 million for the 9th straight year. The magazine sites food, e-commerce, manufacturing, life sciences and tech as being drivers for nationwide growth and notes that the Chicago region’s diverse economy makes it well-positioned to accommodate projects in these sectors.
