Opening a Restaurant
![]()
DuPage County Environmental Health Services protects public health in DuPage County through the food program, which promotes healthy environmental conditions and reduces the risks associated with communicable diseases.
The department’s food service design and construction requirements are aimed at creating a safe and sanitary environment for food service operations. These standards apply to all types of food service including retail food stores, restaurants, bars, schools, childcare and other facilities serving food and beverages to the public.
Your food service will be assigned a risk category based on your menu and the complexity of food or beverage handling that is being done. Food service operational permit fees are based on this risk category.

Certain municipalities (complete waiver communities) choose to review and process all aspects of the stormwater permit, while others (non-waiver and partial waiver communities) review all aspects except for development in Special Management Areas. It is important to contact your municipality to determine their status and preference for processing stormwater permits.
All developments applying for a DuPage County Stormwater Management Permit that will be reviewed by the DuPage County Department of Economic Development and Planning, Division of Environmental Concerns are required to follow the instructions outlined on the department’s website in the stormwater permit packet.
Highway Impact Fees
![]()
The DuPage County Fair Share Road Improvement Impact Fee Program officially began in 1989. Its intent is to assist the county in financing new county highway improvements that are made necessary by new development. Fees are assessed throughout the County, in each municipality, based on a schedule that is included under Impact Fee Documents. The fee is assessed one time, prior to when a building permit is received, and varies according to the type and location of the development. Various forms and documents are required in order to process the impact fee applications. Please see the impact fee application section under Impact Fee Documents for assistance.
